Kostoksi armenialaisten separatismista ja azerien karkotuksista Vuoristo-Karabahista azerinationalistit hyökkäsivät Sumgaitissa armenialaisten koteihin, murhasivat armenialaissiviilejä ja ajoivat näitä väkivalloin pois kaupungista.

Sumgaitin raa'oissa väkivaltaisuusksissa kuoli ainakin 26 armeenia ja kuusi azeria. Vuoristo Karabahin levottomuudet jatkuivat Azerinationalistit kohdistivat Bakussa armenialaisiin pogromin tammikuussa Neuvostoarmeija kukisti azerien mellakoinnin kovaotteisesti, ampuen nationalistimielenosoittajaa Bakussa.

Moskova lähetti joukkoja myös Jerevaniin. Lokakuussa Vuoristo-Karabahissa järjestetty kansanäänestys hyväksyi sen itsenäisyyden. Vuoden puolella tilanne puhkesi täydeksi sodaksi.

Taistelut jatkuivat kuitenkin toukokuuhun , jolloin Venäjän välityksellä saatiin aikaan tulitauko. Maaliskuussa azereita murhattiin Khojalissa Vuoristo-Karabahissa.

Valtakautensa aikana Kansanrintama hajotti kommunistien hallitseman korkeimman neuvoston siirsi sen vallan jäseniselle ylähuoneelle, kansalliselle neuvostolle.

Kansanrintamanpuolueen hallitsema hallitus osoittautui kykenemättömäksi hoitamaan Vuoristo-Karabahin konfliktia tai taloutta ja monet sen viranomaisista olivat korruptoituneita.

Uusi jäseninen parlamentti valittiin ensimmäisen kerran Vuonna Vuoristo-Karabahissa solmittiin Venäjän välityksellä aselepo, jossa Vuoristo-Karabah ja osa sitä ympäröiviä alueita jäi armenialaisten käsiin.
